Title III is governed by the Office of Management and Budget’s OMB Super Circular, which sets the rules regarding sponsored activities for the federal government.   The OMB Super Circular establishes principles for determining costs applicable to grants, contracts, and other agreements with educational institutions. 

Title III activities must be justifiable, allowable, and reasonable.  The Circular cost principles also identify charges that cannot be charged to grants and are considered unallowable expenses. Some of the unallowable costs are summarized below.
